City of Gardena Building & Safety
Gardena runs its own Building & Safety Division in Community Development, at 1700 W. 162nd Street. Roofing and ADU permits go through them.

Gardena offers a streamlined permit for ADUs and junior ADUs built before January 1, 2020. A licensed B contractor, architect or engineer fills out the city's inspection checklist. We're a licensed B contractor and can do that, then fix whatever it turns up.
Proof the unit is old enough
The city accepts county assessor records, a title report, past city records or a transfer disclosure as proof it was built before 2020.
No replacement parking for a garage conversion
California law doesn't make you replace the parking when a garage becomes an ADU. That is often what makes a garage conversion the easiest ADU to permit.
